DESCRIPTION OF LABOR CATEGORIES:

1. Project Manager:

Functional Responsibility: Acts as the overall technical lead and administrator for the contract effort/program. Also serves as the primary interface and point of contact with government program authorities and representatives on technical and program/project issues. Supervises program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress.

Minimum General Experience: 10 years.

Minimum Education: Bachelors Degree in an engineering or technical field.

2. Senior Software Engineer:

Functional Responsibility: Applies Software engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate computer systems. Applies software development principles for design development, analysis, coding, testing, and implementation of complex business applications. Performs functions such as computer system architecture design, computer system integration, computer and telecommunications configuration management, software development and quality assurance testing. Analyzes, designs, develops, implements, and test automated data processing software related to functional requirements of computer and telecommunications systems and associated support systems. Generally possesses experience with system specific programming languages and operating systems.

Minimum General Experience: 15 Years of technical experience of which eight (8) years should be in the fields of software design and development.

Minimum Education: Bachelors Degree in an engineering or technical field.

3. Software Engineer:

Functional Responsibility: Applies software development principles for design development, analysis, coding, testing, and implementation of complex business applications. Performs functions such as computer system architecture design, computer system integration, computer and telecommunications configuration management, software development and quality assurance testing. Analyzes, designs, develops, implements, and test automated data processing software related to functional requirements of computer and telecommunications systems and associated support systems. Generally possesses experience with System Specific Programming Languages and Operating Systems.

Minimum General Experience: 10 years of technical experience of which 5 years should be in the fields of software design and development.

Minimum Education: Bachelors Degree in an engineering or technical field.

4. Senior Systems Engineer:

Functional Responsibility: Acts as the Technical lead/project/program manager in systems engineering /technical tasks. Applies systems engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate complex systems; review and prepare system engineering and technical analyses, reports, change proposals, and other technical documentation. Applies system engineering experience to perform functions such as system integration, configuration management, quality assurance, testing, or acquisition and resource management. Generally possesses system specific knowledge of programming languages and operating systems

Minimum General Experience: 12 years of technical experience of which 6 years should be in an IT field.

Minimum Education: Bachelors Degree in an engineering or technical field.

5. Systems Engineer:

Functional Responsibility: Applies systems engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate complex systems; review and prepare system engineering and technical analyses, reports, change proposals, and other technical documentation. Applies system engineering experience to perform functions such as system integration, configuration management, quality assurance, testing, or acquisition and resource management. Analyzes, designs, develops, implements, tests, or evaluates automated data processing software related to engineering or information systems. Should have knowledge of applicable programming languages.

Minimum General Experience: Six (6) years of relevant experience.

Minimum Education: Bachelors Degree in an engineering or technical field.

Functional Responsibility: Conducts complete life cycle Independent Verification and Validation (IV&V) of complex systems. Creates test plans, test specifications and test procedures, as well as test reports and formal test result presentations. Ensures that all software development projects meet the milestones and can fulfill the allocated system requirements. Conducts thorough software testing at various levels to ensure that the system fulfills its requirements and is in accordance with its design intent and applicable standards and conventions. Conduct system verification and validation by examining the correctness, completeness, reliability, and maintainability at each step in the development process To identify flaws or errors as early as possible in the typical five phase software development life cycle (SDLC). Capability to conduct IV&V activities on modifications, enhancements, or proposed/approved changes to the software and hardware design. Should have knowledge of software testing tools, applicable programming languages and operating systems.

Minimum General Experience: Ten (10) years of experience out of which 5 years should be in the fields of IV&V or testing.

Minimum Education: Bachelors Degree in an engineering or technical field.

7. IV&V Engineer:

Functional Responsibility: Conducts complete life cycle Independent Verification and Validation (IV&V) of complex systems. Creates test plans, test specifications and test procedures, as well as test reports and formal test result presentations. 8. Software Modeler:

Functional Responsibilities: Perform software systems modeling, simulation, or mathematical evaluation and analyses as necessary to validate and verify key algorithms supporting critical surveillance or safety functions. Review Government or Prime Contractor change requests, problem reports, or technical white papers, and other areas of system or software risk or concern.

Minimum General Experience: Six (6) years of related experience.

Minimum Education: Bachelors Degree in engineering or math.

9. IV&V Technician:

Functional Responsibility: Provides technical, help desk support to systems engineers, software engineers in testing, configuration and maintenance of systems.

Minimum General Experience: Five (5) years.

Minimum Education: Associates Degree or High School Diploma.

10. Data Manager:

Functional Responsibility: Provides highly technical expertise in the use of database management systems. Evaluates and recommends available DBMS products to support validated user requirements. Defines file organization, indexing methods, and security procedures for specific user applications.

Minimum General Experience: Three (3) of related experience.

Minimum Education: Associates Degree or High School Diploma.

11. Training Specialist:

Functional Responsibility: Provides the Customer with appropriate training to achieve its mission goal and maintain currency in applicable state-of-the-art technologies and business paradigms. Conducts the research necessary to develop and revise training courses. Develops and revises these courses and prepares appropriate training catalogs. Prepares instructor materials (course outline, background material, and training aids). Prepares student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms). Trains personnel by conducting formal classroom courses, workshops and seminars.

Minimum General Experience: Four (4) years of related experience.

Minimum Education: Bachelors Degree or equivalent.

12. Web Specialist:

Functional Responsibility: To provide technical. graphical and administrative support to web design/ development projects. Assists in designing, developing Web based solutions, requirements analysis, design, development and testing.

Minimum General Experience: Five (5) years of related experience.

Minimum Education: Associates Degree or High School Diploma.

13. Subject Matter Expert:

Functional Responsibility: This is a highly specialized category to fulfill needs of the Government to acquire the services of a recognized expert in a particular discipline. Provides subject matter expertise and project direction in any of the field such as project management, program management, programmer, engineer, analyst, software specialist, software developer, human factors specialist, systems administrator, or database specialist.

Minimum General Experience: 8 years of experience handling complex projects.

Minimum Education: Bachelors Degree or equivalent in a related field.
