DESCRIPTION OF LABOR CATEGORIES:

Functional Responsibility: Acts as the overall technical lead and administrator for the contract effort/program. Also serves as the primary interface and point of contact with government program authorities and representatives on technical and program/project issues. Supervises program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress.
Minimum General Experience: 10 years.
Minimum Education: Bachelors Degree in an engineering or technical field.
Functional Responsibility: Applies Software engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate computer systems. Applies software development principles for design development, analysis, coding, testing, and implementation of complex business applications. Performs functions such as computer system architecture design, computer system integration, computer and telecommunications configuration management, software development and quality assurance testing. Analyzes, designs, develops, implements, and test automated data processing software related to functional requirements of computer and telecommunications systems and associated support systems. Generally possesses experience with system specific programming languages and operating systems.
Minimum General Experience: 15 Years of technical experience of which eight (8) years should be in the fields of software design and development.
Minimum Education: Bachelors Degree in an engineering or technical field.
Functional Responsibility: Applies software development principles for design development, analysis, coding, testing, and implementation of complex business applications. Performs functions such as computer system architecture design, computer system integration, computer and telecommunications configuration management, software development and quality assurance testing. Analyzes, designs, develops, implements, and test automated data processing software related to functional requirements of computer and telecommunications systems and associated support systems. Generally possesses experience with System Specific Programming Languages and Operating Systems.

Functional Responsibility: Conducts complete life cycle Independent Verification and Validation (IV&V) of complex systems. Creates test plans, test specifications and test procedures, as well as test reports and formal test result presentations. Ensures that all software development projects meet the milestones and can fulfill the allocated system requirements. Conducts thorough software testing at various levels to ensure that the system fulfills its requirements and is in accordance with its design intent and applicable standards and conventions. Conduct system verification and validation by examining the correctness, completeness, reliability, and maintainability at each step in the development process To identify flaws or errors as early as possible in the typical five phase software development life cycle (SDLC). Capability to conduct IV&V activities on modifications, enhancements, or proposed/approved changes to the software and hardware design. Should have knowledge of software testing tools, applicable programming languages and operating systems.
Minimum General Experience: Ten (10) years of experience out of which 5 years should be in the fields of IV&V or testing.
Minimum Education: Bachelors Degree in an engineering or technical field.
7. IV&V Engineer:

Functional Responsibility: Provides technical, help desk support to systems engineers, software engineers in testing, configuration and maintenance of systems.

Functional Responsibility: Provides highly technical expertise in the use of database management systems. Evaluates and recommends available DBMS products to support validated user requirements. Defines file organization, indexing methods, and security procedures for specific user applications.

Minimum Education: Associates Degree or High School Diploma.
Functional Responsibility: Provides the Customer with appropriate training to achieve its mission goal and maintain currency in applicable state-of-the-art technologies and business paradigms. Conducts the research necessary to develop and revise training courses. Develops and revises these courses and prepares appropriate training catalogs. Prepares instructor materials (course outline, background material, and training aids). Prepares student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms). Trains personnel by conducting formal classroom courses, workshops and seminars.
Minimum General Experience: Four (4) years of related experience.

Functional Responsibility: To provide technical. graphical and administrative support to web design/ development projects. Assists in designing, developing Web based solutions, requirements analysis, design, development and testing.

Minimum Education: Associates Degree or High School Diploma.
Functional Responsibility: This is a highly specialized
category to fulfill needs of the Government to acquire the services of a recognized
expert in a particular discipline. Provides subject matter expertise and project
direction in any of the field such as project management, program management,
programmer, engineer, analyst, software specialist, software developer, human
factors specialist, systems administrator, or database specialist.
Minimum General Experience: 8 years of experience handling
complex projects.
Minimum Education: Bachelors Degree or equivalent in a
related field.
Functional Responsibility: Organizes, prepares and develops
materials for IT training sessions. Requires extensive knowledge of the
major office suite applications (i.e. word processing, spreadsheet, and presentation
and database applications) used in Government IT environments. Should
have a strong knowledge of the major desktop and network operating systems
currently deployed in both the Government and Commercial sectors.
Minimum General Experience: 4 years of experience*.
Minimum Education: Bachelors Degree or equivalent in a
related field*.
Functional Responsibility: The work area for this labor
category involves business administration, project analysis, cost analysis,
space management and Project scheduling. Uses industry recognized methods to
deliver work products in analysis, design, system testing, implementation and
maintenance in a system life cycle. Candidate may prepare papers that
require planning, organizing, developing and analyzing data. The job involves
working with automated software tools and candidate should have comprehensive
knowledge of information systems and operations including understanding of
database administration.
Minimum General Experience: 3 years of relevant experience.*
Minimum Education: Bachelors Degree in a

Functional Responsibility: Job involves Network architecture/design,
network management, communication, troubleshooting and diagnostics, Network
performance tuning, NW administration including installation, configuration
and security; development of monitoring processes and capacity planning. CCNP/CCIE
or equivalent certification is required With demonstrated knowledge and skills
to install and manage the routers and switches that form the network core,
as well as edge applications that integrate voice, wireless, and security into
the network.
