SIN 871-2 CONCEPT DEVELOPMENT AND REQUIREMENTS ANALYSIS

Services required under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization, and outsourcing.

SIN 871-3 SYSTEM DESIGN, ENGINEERING AND INTEGRATION

Services required under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and document control, fabrication, assembly and simulation, modeling, training, privatization and outsourcing.

SIN 871-4 TEST AND EVALUATION

Services required under this SIN involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training, privatization and outsourcing.

SIN 871-6 ACQUISITION AND LIFE CYCLE MANAGEMENT

Services required under this SIN involve all of the planning, budgetary, contract and systems/program management execution functions required to procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to technology-based systems, activities, subsystems, projects, etc. Typical associated tasks include, but are not limited to operation and maintenance, program/project management (including, but not limited to, construction management) technology transfer/insertion, training, privatization and outsourcing.

DESCRIPTION OF LABOR CATEGORIES:

1. Program Manager:

Program Managers with knowledge and experience for your project.Functional Responsibility: Acts as the overall lead, manager, and administrator for the contract effort. Serves as the primary interface and point of contact with government program authorities and representatives on technical and program/project issues. Supervises program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress. Manages acquisition and employment of program/project resources. Manages and controls financial and administrative aspects of the program/project with respect to contract requirements.

Qualifications and Experience: A Masters Degree in Engineering, Computer Science, Mathematics, Statistics or Business Administration and Ten years of management and supervisory experience including performance in each of the foregoing functions with respect to technical programs/projects or a Bachelors Degree in Engineering, Computer Science, Mathematics, Statistics, Operations Research or Business Management and Twelve (12) years of management and supervisory experience including performance in each of the foregoing functions with respect to technical programs/projects.

2. Project Manager:

Functional Responsibility: Acts as overall system engineer, technical manager, and administrator for one or more delivery orders; serves as the primary interface and point of contact with the Program Manager, on technical program/project issues. Supervises program/project operations by developing system engineering and management procedures, planning and execution of the engineering and technical effort. Responsible for monitoring and reporting progress, management of acquisition and employment of the program/project resources management and control of financial and administrative aspects of the program/project with respect to delivery order requirements.

Qualifications and Experience: A Masters degree in a technical or management field and eight (8) years of experience or a Bachelors degree in a Technical or Management field and Ten (10) years of experience performing the foregoing functions. Ability to make sound recommendations relevant to computing, quality control, analysis, and testing systems.

3. Senior Engineer

Functional Responsibility: Applies engineering/systems engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate computer and telecommunications systems. Reviews and prepares engineering and technical analysis reports, change proposals, and other technical documentation. Applies engineering/systems engineering principles to perform functions such as computer system architecture design, computer system integration, computer and telecommunications configuration management, software development and quality assurance testing. Analyzes, designs, develops, implements, and test automated data processing software related to engineering or functional requirements of computer and telecommunications systems and associated support systems. Applies process improvement and re engineering methodologies for modernization projects. Responsible for developing project plans, cost estimations, justifications, guidelines, and controls.

Qualifications and Experience: A Bachelor of Science degree in Engineering, Computer Science or related field and Ten (10) years of related experience.

4. IV & V (Independent Verification and Validation) Engineer I

IV and V Engineers working for you.Functional Responsibility: Conducts complete life cycle Independent Verification and Validation (IV&V) of complex systems. Creates test plans, test specifications and test procedures, as well as test reports and formal test result presentations. Ensures that all software development projects meet the milestones and can fulfill the allocated system requirements. Conducts thorough software testing at various levels to ensure that the system fulfills its requirements and is in accordance with its design intent and applicable standards and conventions. Conduct system verification and validation by examining the correctness, completeness, reliability, and maintainability at each step in the development process to identify flaws or errors as early as possible in the typical five-phase software development life cycle (SDLC). Capability to conduct IV&V activities on modifications, enhancements, or proposed/approved changes to the software and hardware design.

Qualifications and Experience: A Bachelors degree in Engineering, Computer Science, Math, or Related Technical field and five (5) years of related experience.

5. IV & V (Independent Verification and Validation) Engineer II

6. Subject Matter Expert/Consultant:

Functional Responsibility: Provides technical expertise and guidance in the determination of technical and data definition of user requirements. This is a highly specialized category to fulfill needs of the Government to acquire the services of a recognized expert in a particular discipline. Provides subject matter expertise and project direction in any of the field such as a Programmer, Engineer, Analyst, software specialist, software developer, human factors specialist, systems administrator, or database specialist.

Qualifications and Experience: Degree in a Technical or Management field with 8 years of experience.

7. Training Specialist:

Functional Responsibility: Provides the Customer with appropriate training to achieve its mission goal and maintain currency in applicable state-of-the-art technologies and business paradigms. Conducts the research necessary to develop and revise training courses. Develops and revises these courses and prepares appropriate training catalogs. Prepares instructor materials (course outline, background material, and training aids). Prepares student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms). Trains personnel by conducting formal classroom courses, workshops and seminars.

Qualifications and Experience: Bachelors Degree or equivalent with a minimum of four (4) years of experience in the related field.

8. Senior Engineering Technician:

Functional Responsibilities: Performing space management functions, analytical skills for reviewing customer requirements, ability to read and review Computer Aided Design (CAD) drawings and perform related tasks of technician. Ability to work with Microsoft Office products (Word, Excel, Access) and mathematical (algebra, geometry) skills.

Qualifications and Experience: High School diploma with 5 years of related experience.

9. Documentation Specialist:

Documentation Specialists to prepare your material.Functional Responsibility: Applies knowledge of word processing to perform page layouts, graphics layouts, and proper selection and use of Technical language and grammar to develop, draft, edit, and revise User Manuals, Operating Guides, Reports, and presentation materials for corporate and/or stand alone computing applications.

Qualifications and Experience: A High School diploma or equivalent and five (5) year of experience.

10. Documentation Clerk:

Functional Responsibility: Responsible for writing manuals and user guides for users, programmers and the operations staff and handling general clerical work. Assists in designing and documenting data requirements, system tests and implementation plans, and system demonstrations. Develops flow charts and system workflow graphics. Sets up data dictionaries for automated systems. May assist in entering and managing financial management systems data.

Qualifications and Experience: High School Diploma and minimum of Three (3) years Experience and must be proficient in Microsoft Word, and Excel.

Education Substitution Notation

NOTE: Additional Years of experience may be substituted for college degrees as follows.

  1. High School Diploma plus four years additional experience equals a Bachelors Degree.

  2. High School Diploma plus six years additional experience equals a Masters Degree.

  3. Bachelors Degree plus two years additional experience equals a Masters Degree.

  4. Similarly higher-level Degrees may be substituted for additional years of experience.
